Arthur Newbery or Newberry was born on April 24, 1850, in Sienna, Tuscany, Italy.
He was a civil servant. Around 1860, he moved to Prince Edward Island with his English father and an Italian mother. He was educated at Prince of Wales College, Charlottetown, and immediately after graduation, he entered a long civil service career in the provincial government, reaching the position of Assistant Provincial Secretary-Treasurer. Growing up in Tuscany, he had an appreciation for gardens. Although he had no training as a landscape architect, he was an inspired amateur, imaginative, eclectic, and thorough. In 1884, he became involved in the development and design of Queen's Square in Charlottetown, creating a green space in the heart of the city. Fountains and tall trees, summer music, and beautiful flowers became Arthur Newbery's true legacy for Charlottetown.
In 1889, he married Ella Malcolm (1860–1902). He died on June 26, 1930, in Charlottetown, Prince Edward Island.
