“This article was written at the request of the Editor of “Queen’s Quarterly” as an extension of a remarkable contribution by Professor Traquair to “The Atlantic Monthly,” in May 1924, entitled “The Commonwealth of the Atlantic.” It concludes with the following words: ‘The Commonwealth of the Atlantic is the fulfilment of our history; it exists even if we do not see it; and in it is our future.’” (p. 313)
