General note

This proposal is based on the utilization of three urban design principles: the re-introduction of the medium-rise building (6-10 stories) contrasting high-rise structures, mixed-use buildings, and perimeter block development with clear definition of public and private land. The design parti is also based on a bold design proposal for the proposed International Conference Center and Victoria Square. (source: Text dated July 1, 1990)
