Explains that the proper way was for them (those who wanted to get German periodical) to have put the matter in the hands of the State Department at Washington, who would have put it through in England. All cases of things coming from Germany are handled at Washington. Mentions that he is working on it everyday because of the urgency of the case. Thinks that the Universities would do well to put in their own subscriptions, leaving the booksellers out.
