The proposal for the development of the North and North-East shorelines of Tank Bay consisted of a Master Plan including a berth along finger piers for yachts, accommodations for yacht crews (20 units), space for harbour operations and maintenance, recreational facilities (pool, tennis courts), restaurant/bar facilities, guest rooms as well as office and commercial spaces. "The scheme for Tank Bay, in the process of introducing the necessary change, aims at establishing a proper visual vocabulary which will not only avoid conflict with existing environment, but may help the Dockyards to compete successfully with other developments, present and future." (source: drawing panel, December 1972) Mr. Schreiber's wartime experience was called into action in this carefully planned comprehensive proposal for the building of the new recreational facilities within a historical precinct. The project was partially built, and later work carried out by other consultants.
