Samuel Sewall Parker was born on May 9, 1855, in Wolfeboro, Carroll, New Hampshire.

He was a lawyer. He was educated at Wolfeboro Academy and New Hampshire Institute. He was admitted to the bar and began practice in Farmington in 1890. He was a member of the New Hampshire State Senate (1904-1905), trustee of the Farmington Savings Bank, member of the New Hampshire Historical Society and New Hampshire Forestry Association.

In 1879, he married Mary E. Horne (1855–). He died on September 8, 1931, in Farmington, Strafford, New Hampshire.
