Elias Samuel Orr was born on July 11, 1829, in Lachute, Argenteuil, Quebec.

In 1847, he began to work as a clerk in Charles Wales' store in St. Andrews and became a junior member of Charles Wales & Co. in 1854. In 1860, he left St. Andrews for Sawyerville, Quebec, where he carried on a country trade till 1868. In 1869, Orr became a Registrar of Compton County, Cookshire, Quebec.

In 1856, he married Jane Colclough White (1830-1907). He died on March 6, 1899, in Montreal, Quebec.
