Rev. Joseph Walter Hayes was born in 1860, in Enniscorthy, Wexford, Ireland.

He was a clergyman. He wrote, "History of the Church of England Clergymen" (1902).

In 1902, he married Jane Elizabeth Burrell (1868–1930) and in 1932, he married Edith Beatrice Rix (1878- ). He died on August 24, 1947, in Loughton, Essex, England.
