        History

Howard Elmer Bishop was a leading civic leader and hospital administrator in Sayre, Pennsylvania, best known for his pivotal contributions to the Robert Packer Hospital. In 1912, he was appointed the hospital’s first full-time superintendent, assuming administrative responsibilities that had previously fallen to the institution’s pioneering physician, Dr. Donald Guthrie. Bishop went on to oversee the hospital’s operations for nearly forty years, serving as its administrator from 1913 until his retirement in 1951.
